Hope this will help.....I had the same problem.
This is what I did (I use version 8.1.7 of Oracle)

Inside my "Oracle" directory, I located the file called "INIT.ORA" of my database.
On the bottom of that file there's a parameter called "COMPATIBLE". In my file, it was set to :
compatible = 8.0.5,
I just changed it to : compatible = 8.1.0.0.0, shutted down my Database and restarted it....and voila.
