There is no problem as the remote database and instances are down.
What is your concern?

Would like to know the steps of setting up Oracle RAC at DR Site.

For example:-

1. The Cluster binary installation should reside on local disk or can be part of SAN, since from 11gR2 onwards the Voting Disk & OCR is part of ASM.

There are a lot of good papers on EMC's web site that talk to what you should be doing. I would definitely look there. OTN (www.otn.com) is another place to look. I would not replicate the Oracle home to your DR site unless the system there will have the exact same hostname and IP addresses. Your EMC account rep should be able to get you some good information. EMC has some software tools that help with DR as well.
