How can we skip empty tables when we are doing export.

it occurs automagically with V11

V10 is no longer under full support so you could upgrade.

Why does it matter?
What is requirement to skip empty tables?

I have to move only no empty tables from production to test.

why do you have empty tables in Production?
If it is OK for empty tables in Production, why should they not be moved to test?

Use EXCLUDE with Data Pump (of course you have to know what to exclude).
