Patches are available only with a support contract. If your company has one, you need to find your CSI (Customer Support Identifier) number. If no-one knows what it is, ask your account manager at Oracle, or whatever sales droid usually calls you. If you don't have a support contract, there is nothing you can do. Except buy one quickly.
