Appreciate any example code to loop thru Interactive report rows in a pl/sql block.

No idea. Can't even tell whether it is possible or not. Why would you want to do that?

I know (for sure, this time) that you can loop through tabular form rows, but that's not what you are interested in.

I need to build my custom previous, next buttons to execute additional custom logic when user goes to previous / next row. Please share code for tabular form if you think this should work as well. Would looping thru the tabular form have all rows per the query or just what is displayed (e.g. 1-4 of 200)?

I googled a little bit about your problem, but didn't find anything useful. Maybe you should go to OTN's Apex forum (as those discussions read some of Apex developers as well), ask the question, and see what they say about it.
