First and foremost, Forms 10g Release 2 (version 10.1.2.0.2) is not certified for Windows 7 64 bit and Oracle has stopped supporting this version of Forms. If you are going to upgrade from Client/Server Forms (Forms 6.0) to Web Forms, why not use the most current supported version of Forms?

If you are going to use Forms 10g, then you will need Patchset 3 to make it compatible with a 64-bit OS.

Second, how are you running your Forms app - from the App Server or from the Forms Builder? Forms 10g is Web based only, so you have to have an Application Server configured with Oracle Application Server 10g. The Forms Builder 10g has the ability to run a Form from the builder, but you must update your configuration to enable this feature. Take a look at these links for more information on how to configure Forms 10g.
