A client has asked if I can recommend any query tools for running reports against a small data warehouse type database: tools that don't need much knowledge of SQL. Furthermore, not tools provided by Oracle BI: they are looking for something cheap. I think the idea is that the tool should present users with lists of tables and columns and let them construct the queries interactively, perhaps using a wizard.
I am aware that this sort of thing is fraught with problems. We'll have to create views that present the information in a meaningful way. Performance may be an issue. Security and data masking. And so on.

Any suggestions?

Thank you for any insight.

Maybe you can find what you want in our Freeware, Shareware or Third-party products wiki pages.
Don't take care about "latest version", I have not updated them for years.

I updated "latest version" for Freeware and Shareware. Many of the later ones no more exist or became commercial products and many were not updated since a decade. Freeware are more followed.

Thank you, I'm looking at some of them now.

My suggestion that they could use SQL*Plus as the query tool did not go down very well.

How about Apex?

(I'm not surprised they didn't like the SQL*Plus idea. It is everything but user-friendly to such end users).
