Issue Summary

  1. Set the environment, start the db listener, start the database and then use the following command to start emctl :
    emctl status dbconsole Result of command line
    /forum/fa/13651/0/

  2. Locking in the log file i get: Content of agabend.log file

    The agentTZRegion value in D:\ProgramsDev\Oracle\product\11.2.0\dbhome_1\localhost_orcl/sysman/config/emd.properties is not in agreement with what agent thinks it should be.Please verify your environment to make sure that TZ setting has not changed since the last start of the agent.
    If you modified the timezone setting in the environment, please stop the agent and exectute 'emctl resetTZ agent' and also execute the script mgmt_target.set_agent_tzrgn(<agent_name>, <new_tz_rgn>) to get the value propagated to repository.
    Then tried to manually fix the timezone using various different methods but unsuccessful with all of them. EMCTL agent simply still wouldn't start and give the same timezone issue again and again, but without success result

  3. Searching in the internet i get http://www.aclnz.com/interests/blogs/oid-emctl-agent-not-starting-due-to-daylight-savings-timezone-issue to get solution, but when i try to use Timezone Updater Tool for updating daylight savings time for installed Java JRE and JDK,(described in STEP 1), i get this error msg: Unable to access jarfile tzupdater.jar
For information, I had to stop my base, before proceeding with this command

1) which OS user is issuing java command?
2) which OS user is owns tzupdater.jar file?
3) What is OS permission mask on tzupdater.jar file?
4) In what folder does tzupdater.jar reside?
5) does OS user from #2 above have necessary OS permission to access tzupdater.jar based upon answer to #4?

Do you have then necessary basic OS concepts to understand how OS file access really operates?
