how to upload data present in excel sheet into oracle table through web i.e using forms and button on it to upload using 9iAS.

We installed the webutil provided by Oracle. It offers a lot of functionalities, for example, text_io, host command and etc. If you are planning to use text_io, the excel file must be in .csv format.

We use a light program called Dataload. It is a macro builder where you can script out keystrokes in order to load data from its spreadsheet format. Its free and allows you to enter data right into forms. http://www.dataload.net/downloads/download.php
