Oracle 9iAS is the middle tier application server piece, this is the combination of Apache listener and Jserv bundled together. Jserv takes care of the java related processing coming from Oracle apps [[especially the jsp related codes, several CRM modules are developed in JSP and make use of this heavily ]]
Oracle 9iAS portal is a web based development tool, which can be used to create 'easy to develop and deploy web components called portlets'. Each development zone in a portal is sub divided into multiple regions called portlets and each portlet has it's own functionality.
