is it possible to get the sysdate more detailed (1/10 and 1/100 seconds)?

Oracle stores the date in a number format - the number of days expired from the start of Julian calendar i.e, 4712 BC . The decimal place in that number gives the number of seconds expired in the last day . so the least detail you can get about time using sysdate is a second.
