There is a .dmp file.
I want to import it into my Oracle.
Should I create a user for it?

Depends... Did you export an entire schema or even db? If yes then you don't have to create a user as import will create the user for you. However if you just exported a few objects then the create user command is not created, so you will have to import to an existing user.

I would recommend existence of a user ..
you can then take care of its default tablespace , extent management, its sizing etc ...
