Since there is no agent for Sybase, any suggestions on how to setup sybase monitoring into the OEM repository?

Here is one way to do it, assuming Sybase db is not recognizable target as you say.

One correction, in what you said: You can still install an agent on any machine whether or not it is hosting Sybase by running agentDownload.<OS> on the machine that hosts Sybase. Then write up a bunch of scripts which return error codes, etc on that machine, and invoke those scripts using the EM job scheduling system as OS jobs. You can also make use of email and notification scheme of the EM.
